建物を新築し所有権保存登記をする時には、その建物の固定資産税評価証明書に基づいて１０００分の４の登録免許税を納めます（住宅用家屋には減税措置があります）。
４月から東京法務局管内の新築建物課税標準価格認定基準表の価格が大幅にが変わり高くなりました（ex木造・居宅１㎡６８，０００円から８６，０００円）、これは年の途中に家を新築した場合等で固定資産税評価証明書が発行されないため認定基準表に基づいて計算します。
また昔に建物を建てたが、登記をしなかったため固定資産税評価証明書がない場合もあります（表示の登記は所有権取得の日から１カ月以内にしないといけないのですが・・・）。その場合にも国が未登記だけど測量等して評価証明書が取れる場合もあります。このときにはその評価に基づいて所有権保存の登記をすることができます。通常は認定基準表で計算するよりも評価は全然安いです。
登記していない古い建物で国も建物の存在を把握できずに固定資産税評価証明書がない場合にも認定基準表に基づいて計算します。
この時には経過年数によって経年減価補正率表というものがあり、それで計算します。
この時４月以前は基準表の単価÷０．８をしてから計算していたのですが、今はこれをやりません。
